This is a Japanese made chrono, with the case made by the Hayashi Seiko Seizo Co Ltd. They're the Grand Seiko case makers (technically part of Seiko Corp in some way but still exist as a separate company and do outside business) and the bezel and lug tops are zaratsu polished.
The movement is a Seiko NE88 with a column wheel/vertical clutch. Here's an article comparing it to a 7750.

I'm asking $700 Shipped on a mesh, silicone or leather strap. The reason the price is fairly low is the amplitude isn't great, averaging about 230. I may clean and oil the balance.
Condition is good, but like all Zaratsu it scratches when you look at it so it has some hairlines and a couple of dings you can see in the photos. Case is obviously well made, with dual lug holes.
